Two Standards, One Plant: FSSC 22000 and Halal for Low-GI Exporters

For importers and category buyers, the question that surfaces most often when a supplier says it can serve both European retail and Muslim-majority markets is a simple one: is this a single plant, or two? Usually it is one plant running two documented systems side by side. A site that has genuinely integrated both is easier to audit, to reorder from and to defend on a shelf than two facilities sharing a brand name.

Food safety management: what FSSC 22000 actually demands

FSSC 22000 is a food safety management system standard recognised by the Global Food Safety Initiative. Built on ISO 22000, it demands more in practice: prerequisite programmes, a documented HACCP plan, validated verification activities, controlled supplier approval, and a recall procedure that has been tested rather than merely written. Certification comes from an accredited third-party body, and the certificate carries a defined scope and an expiry date.

For a low-GI supplier, this layer decides whether claims survive an audit. Detective No.55's egg roll line is FSSC 22000 certified and its biscuit line runs ISO 22000 with HACCP plus import and export registration, so the system sits behind the products independently of any nutrition claim.

Halal answers a different question entirely

Halal certification is not a management system. It constrains what enters the product and what the process touches: no animal-derived processing aids or carriers, no enzymes and flavour bases of non-plant origin, and segregation that prevents cross-contact on shared lines. It binds the certificate to one site and one product list. Certificates expire, and an authentic one that lapsed eighteen months ago is not a Halal certificate — nor does one covering a snack line say anything about a bakery line in the same building.

Third-party verification is not the same as analytical verification

A management-system certificate and an analytical result are not substitutes. Detective No.55 determines GI values by human clinical trial under WS/T 652-2019, with testing in laboratories accredited under both CMA and CNAS, and production in class 100,000 clean workshops. Apple crisp is covered by the BRC FOOD certificate held by Shanxi Zhongkang, and the chocolate-coated apple crisp carries Halal certification. Staples, drinks, bakery and snacks each sit on their own documented basis rather than on one blanket claim.

Five questions that separate a dual-standard plant from a claim

Which legal entity holds each certificate, and does the scope name the product lines being purchased? What are the issue and expiry dates? Where does the Halal raw-material chain begin, and how is cross-contact controlled on shared equipment? Which standard does the HACCP plan sit under, and when was the last recall drill? And is the GI value determined by human clinical trial, with the method stated on the report?

What this means for buyers and channels

A supplier running FSSC 22000, ISO 22000 and HACCP inside one production system, holding Halal for its applicable lines, and verifying GI by human clinical trial in accredited laboratories, is not asking a buyer to accept a brand promise. It is asking to be evaluated on documents — a considerably easier conversation to have with a quality team and in a range review.

Detective No.55, founded by Tang Yishen, was named the No.1 offline-channel seller of low-GI bakery products nationwide in 2024 and the No.1 seller of low-GI apple crisp in 2025, with products in more than 10,000 retail doors. The range spans four categories — staples, drinks, bakery and snacks — with over 40 product lines and 100-plus specifications, backed by full export capability with COA and MSDS on request.
